How to change Local Security settings in Windows server 2003

Hello:

I've recently upgraded Win2000 server to Windows server 2003. After this I
cannot change many Local Security settings. In particular, Impersonate a
client after authentication. When I go to Properties, I cannot add or remove
users - all buttons are greyed out. Of course, I have an administrative
account. I tried to open Local security policy using "Run as" and uncheck
"Run this program with restricted access", but it didn't change anything.
Couldn't find anything in MS Knowledge base about this.

Could you help me, please?
