HOW can I Grant User's access to the "manager printers" security profile in Terminal Server (win2000)??

My Server is Windows 2000, Running in Terminal Server Application Mode with
Active Directory, but the Server is not a Domain Controller.
I have written a script which uses prnadmin.dll COM for VBscript.
Basically, the script gets the newly connected user's default printer,
then the script sets a share name for the printer, then sets shared =
true. Finally the script "net use" to LPT1:. This is neccessary for an old
DOS application that will only print to LPT1.
Now. This script works fine and dandy for an administrator. But I just
CANNOT get it to work with a domain user. I've even tried to set the domain
user as a printer operator and power user. Still no luck.
Basically, the Script dies in a permissions error because the User doesnt
have the right to "Manage Printers".
Anyone with advice ???
