MS VPN certificate with password?

I was wondering if there is anyway to utilize both certificate and password
with the MS 2003 VPN. We want users to only be able to access to the VPN if
there is a certificate on their machine, but we also want them to input the
username and password when connect.

I looked through all the MS articles and it seems like there is no way to do
both. It is an either/or situation.
