"Creator owner" permission

Hi,

Can someone please explain to me about the "Creator Owner" Permission (XP).

When you select, for example, "full control" for the "creator owner"
permission and apply it on a folder, as soon as you open the security
properties on the folder the "creator owner" permission checkboxes are clear
again. So anyway I checked the "permissions" tab through the "advanced"
button and I found out that the permissions were in fact "Full control" but
when I looked at the "Effective permissions" for the "creator Owner" there
were none applied.

My problem is that users have read and execute and i want it to stay that
way but I will have "creator owner" full control on some particular folders
so that users may save to.

Is this a bug?..sorry i meant to say "by design".
