I remember a screen saver in the Win2K or NT4 resource kit that
automatically logged off the user when it ran. It would seem to satisfy your
needs.

You are trying to implement per-user internet access. This is best done with
a proxy server. Sure you can try to prevent access to browsers but if they
are savvy users it will be a battle. Use a proxy.
