problem with wdalp32 and SSL in Windows XP and 2003

Hi, I have an Windows application that using the Microsoft LDAP Client
API to get information from different LDAP Servers (novell e-directory
and openLDAP) using SSL.
The problem that I have is that the SSL connection to any LDAP Server
(configured properly -certificates and all) works fine when I run the
application from a Windows 2000 Service Pack 4 machine.
But when I try the same application in Windows XP SP1 and Windows 2003,
the SSL conection fails. I've been looking for two weeks at different
scenarios but I can't get it to work. Could it be a bug?
When I configure Outlook Express in Windows XP to talk to the LDAP
servers over SSL (port 636), it works.
One odd thing is the call ldap_sslinit() to initiate an LDAP SSL
connection to the server does not turn on SSL in Windows XP SP1 or 2003.
Is there some more information about the difference for this between 200
0 and XP/2003?
