I have found that this can be a DNS configuration issue most of the time.
Make sure that your computer that you are using to administer the GPOs has
the absolute correct DNS info. Also, make sure that the PDC emulator FSMO
role DC has the correct info in DNS.

If this is not the problem, then it might be a slow network issue.
