Domain Controller Security Settings

Hi,
I've got a Server 2003 system in a domain (e.g TONY.local) When i opend the Default Domain Controller Security Settings and I clicked on the IP Security Policies on Active Directory (TONY.local), it takes time to open up in the right window and at times hang and stop working. The same thing happens when I open the other Domain Security Settings (Both are in Administrative Tools, next to each other).

I've got Citrix Metaframe Installed on the Domain Controller and I dont think thats the cause of it.

Any Ideas please.
