Restrictions ERROR

I have Windows 2000 server (DC) and Windows NT server (MEMBER SERVER)
When i am Login to 2000 DC From NT SERVER im Getteing this ERROR

"This operations has been canceled due to restrictions effect in this
computer"

I am unable to open any thing on NT SERVER ,but when i LOGIN to local NT
Server i am able to open all applications

Could someone tell me what the problem is?
