Xcacls has more options but is not built-in. Even in Win2003
it is technically in the (included) Support Tools but in early versions
it was only on the Resource Kit (or MS downloads.)
Neither is complete; neither is the easiest (or safest) tool to use,
although I use them both frequently, mostly in batch jobs or quick
changes.

If you want the most complete control of permissions (ACL's) and
are a command line nut AND a masochist, then download SetACL.exe
from SourceForge -- it works but has the most Byzantine AND
Baroque set of switches ever invented. (It makes NetSh look like "Dir".)
BUT SetACL does almost everything you could wish with permissions.
