This setting applies to user accounts, and is set in GPOs linked to
the Domain (not to OUs). If you want to disable complexity then
you need to set the policy to disabled. Just changing it to, or
leaving it at, not defined is insufficient.
This shows as a computer policy since it applies to the system
and how it manages passwords for all users, but it has impact
on the users' passwords.
