Certificate Template Minimum Supported CA's

Can new Certificate Templates be Windows 2003 Minimum Supported CA's?

If yes, how do you set a template to be Windows 2003 Minimum Supported CA's?

I have, also, noticed that templates that are Windows 2003 Minimum Supported
CA's do not show up in the certificate authority's certificate template
enable security template list? How do you make it show up?
