I agree with the other responders - but you can look into L0pht Crack - a
commercial product to test your passwords. That is if they have domain
accounts and not local accounts.
Another solution is to (as you have a domain) turn on the ability to OFFER
remote assistance. That way the user can say "Yes, I want the administrator
to see my screen" and you can have them show you remotely what they are
doing (likely wrong) OR you can ask for control and show them the proper
way.
That way - you knowing their passwords is unnecessary - only their prescence
is necessary.
