The password settings for OUs only affect accounts stored within the
local SAM database. For accounts in domain, the password settings (in
fact all account policy settings) are domain-wide, and cannot be set at
the OU basis.
The only way to do this is either through self-enforcement, or by
implementing a separate domain for the alternate password settings.
