I followed the steps at:
http://www.microsoft.com/technet/treeview/default.asp?url=/technet/prodtechnol/windowsserver2003/proddocs/entserver/password_grouppolicy.asp
to change the settings.

I'm sure that it's been rebooted, but I just rebooted it again just in case.
Now, it accepts the password policy that I want it to. If you have to
reboot, you would think the OS would tell you to... like it does for so many
other things.
