Can't add users to new 2003 AD

I've just build a win 2003 PDC and BDC servers, with AD. New install, not
upgrade. Enterprise servers.
When I try to add a user, I get the message:
The password does not meet the password policy requirements. Check minimum
password length, password complexity and password history requirements.
What I've tried:
Enforce p/w history : Not defined and 0
Max p/w age: Not defined and 30 days
Min p/w age: Not defined and 0 days
Min p/w length: Not defined and 1 char
P/W complexity: Not defined and disabled
I'm new to the AD, so I don't see what I'm missing. I need to use simple
passwords. What do I need to do?
