Firewall not working (ICF) !

I'm having a strange problem with the built in firewall (ICF).

We have a multihomed system with three ip addresses, if I enable
the firewall it blocks one and lets the other two through without
any blocking whatsoever.

I have searched and searched but couldnt find anyone with the same
problem or any articles at MS about this issue.

I wonder if it may have something to do with having different masks
for the ip's ? The one that is working has 255.255.255.192 and the other
two has 255.255.255.248

Any help or ideas would be appreciated, it's pretty critical, to save money
we are only using the built in firewall and right now we are down to just
using tcp/ip filtering.
