Administrator required for login -- pls help

Ever since I installed a new server with W2K3, made it a domain controller, and joined all of the workstations to the new domain, I have been unable to grant login privileges to any user that was not also a Domain Admin. I've looked all through the Domain and Local Security policies, and can't find anything that alters this. I don't want all of my users to be Admins, so any help would be greatly appreciated!
