local security policy in a 2003 Domain

I'm implementing a relatively new 2003 domain. I got 2 DC in this domain and
I just brought in a new WEB server. Now I have two users, which I have to
give access on the web server. One user is the IUSR account which is
created automatically. If I go in the local security policy, > security
settings> local policies> user right assignment>Access this computer from
the network. The add user and the remove buttons are greyed out. What rights
have to be changed or policy has to be added/changed to add the IUSER_ to be
to the local policy?
