I'd like to get something that runs under Windows 2003 to use for my
development laptop (so, there are cases where you do want something like
this). Certaintly, I agree that it's not suitable for a production server.
To the original poster - I've been happy with Kerio's Personal Firewall
product (currently the production release does not support Windows 2003).
There is a Release Candidate out which you can get from here:

I believe that the final version will be out soon.
