There are quite a few replacement GUI's available that mimic the GNOME desktop on Linux, but I've yet to see one that is any good. There are also many freeware and commercial alternatives out there that are quite good. I don't think it's a good idea however to use something that is freeware as the base of your GUI as it will have too much control of your system. You should check out this site http://www.visualautomation.com one or more of the producs on offer here could do what you are looking for.

As for developing a specific one, I've thought about it, but I think it is too large scale and can cause more security holes than it solves. THere are many questions regarding windows, menus, buttons etc. when replacing the GUI.
There are a number of ongoing projects with the aim of converting KDE from Linux to Windows. These projects differ in the level of conversion and methods used. The main reason they started was to give users the ability to use the KDE web browser (Konqueror) in Windows. Due to the way that the conversion is done in some cases, this will expose some Linux/UNIX functionality to Windows.
