Specific rights to create shares

In Windows Server 2003, where would I grant a specific
user the right to create shares?
Specifically, we need to have printers shared off of the
server for the terminal server clients, but normal users
cannot do this. The documentation I've read says to
login as a power user or admin. There has to be a
security setting somewhere that would allow only the
creation of shares, instead of everything that comes with
a power user, etc.
