How to create custom password filters

Hello:

I need to set password complexity requirements for Windows 2000 server
(domain controller). The help for server says the following:
"To create custom password filters, see the Microsoft Platform Software
Development Kit and TechNet on the Microsoft Web
site.(http://www.microsoft.com/)"

I couldn't find any articles on Technet about this. Where could I find this
information?

I would appreciate your advice.
