Strange events in security log

Can anyone explain what may be causing this please.
I have a web server that's not advertised anywhere and is only used by a few
customers. It is unlikely to be getting hacked.
There are a number of events like the one below occuring at random times.
There are no other events at similar times and it's not me changing the
password policy. Also, the policy hasn't been changed.
