Cannot change "Impersonate a client after authentication" settings

Hello:
I'm running Windows server 2003. I need to add some accounts to "Impersonate
a client after authentication" Local security policy. However, when I go
there, all buttons are greyed out. So I right-click on the console and
select "Run as", then uncheck the box "Run this program with restricted
access", but it doesn't change anything. I tried to run it under different
administrative account - still no luck.
What could be wrong?
I would appreciate your help very much.
