encryption that cannot be restored

need some help here please,
i reinstall windows XP SP 2 and now all my encrypted files cannot be
restored / opened(cannot decrypted)
i already create a same username and password. i also tried to make the
computer name the same too
but it still says 'Access Denied'. i didn't format the drive, i only delete
'windows', 'program files', and 'document and settings' folder manually.
i've done this before except i do not delete 'Documents and Settings' all my
files still can be accessed, but not this time.
what i have to do, to make the files think that 'I never reinstalled
windows' what the parameter needed to make it like my old windows. i never
backup any certificate or any keys mentioned in support.microsoft.com
really appreciate any help, i spend years to collect this data.
please...help...
