Convert FAT to NTFS

Hi there,
I have a number of Windows 2000 Pro SP4 computers for which I wish to
convert the file system from FAT to NTFS in order to remove the user
from the administrators group and give them minimum permissions to run
company applications in an AD domain.
After I ran convert.exe I observed that it simply gave Full Control to
the C volume to the Everyone group, something which is far from ideal.
Also, in the registry, there is still no Security tab, something which
I absolutely require to access. However, convert.exe has the
/nosecurity switch, which seems to produce the Everyone permission in
the volume chosen. Could I run convert.exe from Windows XP on my root
volume in a Windows 2000 machine? How can I make the Security tab show
in the registry?
