only allow certain programs to access files

Is it possible to restrict file access not only to certain users, but also
to certain programs? We have some data files that we want people to be able
to open with a CAD program, but we don't want them to be able to use File
Explorer to copy them to another location. Basically we are trying to allow
workers to do their work but prevent them from removing the data files from
the company. So any other ideas to do this would be appreciated too.
