You have a logfile with the settings from the server where it was created. There is no change on the content when you open it.

I have an .evt file from a machine operating in another time zone
(GMT). I am opening the file on my machine in GMT -5. Is the time
displayed for the events showing the time of the event in GMT or is it
being converted to be accurate for my time zone? If the event happened
at 1700 GMT, is the event shown as 1700 or is it shown at 12:00?
