If you want the GPO to affect a specific "group" of users you need to apply
it to the GPO in which the users/computers reside. The "Group" part of
Group Policy refers to the ability to "group" different policies into a GPO
not to groups of users or computers.
There is lots of detail on how GPOs work in both online help and TechNet.
