Assuming by PF you mean pagefile, how are you determining PF usage?
Pagefile size does not indicate PF usage and defaults to amount of ram.
Have you customized SQL Server's memory use? or is this one of the
free SQLs (msde/express)? SQL Server normally holds the majority
of real memory, yielding back to the OS what it needs.
