Is it possible to change this requirement to pick 2 out of 4? Or
Is there is way to force that password is Alphanumeric?


No, not built into Windows. This was left to third-party providers
to offer various flavors of password control add-ons. You can
also author your own if you have good C++ skill in-house using
the MSDN sample.
