Mike has provided you with the correct reason for the behavior.
I just wanted to add that there is a way to force XP to use only
Windows 2000 compatible encryption. However, believing this
is something I would never want to do I have lost track of the
info as to the reg key settings and I do not know it if was ever
published in a KB. If that does fit your needs it may be worth
the search none-the-less.

We build software using Microsoft's newest versions of products. Recently
we
encountered an issue while we converted data using Windows 2000 and
Windows
XP machines. If our data is converted in a windows 2000 machine then both
types of workstations can view the encrypted data. however, if the data
are
converted in Windows XP then we cannot decrypt the data in windows 2000.
Does
any one know why this happens? I have reviewed the difference between
using
the base or using the strong Cryptographic Providers.
