Hi Darin,
There are few ways to do that.
If computers are member of domain you can set the proxy setting in their
browsers using Group Policies and prevent users from removing the
settings -- but this would only on Internet Explorer.
Next thing you should do is block access to the internet over HTTP and HTTPS
on your firewall except from proxy itself. If someone manages to remove
proxy settings from the browser it will not be able to get internet access
unless it enables proxy settings again.

Is there a way to force people to have to use the proxy server in a lan,
