You do not mention the involved OS.

Try logging in with the built-in Administrator account in a
safe mode boot, and once in revert the disabling. Note
that the built-in adminsitrator account may no longer be
named "Administrator".

What if this will happen?
All accounts cannot be log in!
All User Account and Incuding the Administrator account has been
disabled.....
please help here
