Can not start Certificate Authority Service Windows 2003 Server

When we try to start the CertSvc on the Windows 2003 Certificate Server
we get an Event ID 100, stating Access is denied 0x80070005 (WIN32: 5).

I have researched this and have found several different topics on this,
but none have produced any positive results. I have used the CertUtil
and other utils to verify the path to the database is correct.
I have looked at kb825061 as a reference.

The only thing that I can think that may have caused this issue is the
fact that this Server was also our File Server, and have since migrated
all files/folders to a new File Server. We had turned off all shares
on this old File Server, but then realized we still needed some of the
shares for other services (ie. Certificate Authority).

Any assistance would be greatly appreciated.
