Is the drive formatted with NTFS file system as shown in it's properties??
If it is you should be able as an administrator to grant permissions to
other users/groups. There is also security option that can be accessed via
Local Security Policy under local policies/security options for allowed to
eject removable media that by default is configured only for administrators
but can be changed to include power users and interactive users. --- Steve

iPod's creates a removable drive which only works properly for a local
admin.
Even when a user is a member of Power Users group, the file structure on
the
drive is hidden and there is no write access to it.

Windows sees iPod as a removable drive. I wonder how can I get non-admin
user full access to it?
