This is likely due to an entry in the Hosts file on that machine.
Edit the Hosts file so that only what you do want is in it, and then
determine how the file was altered without your awareness.

Follow Roger's advice.

And in determining how the file was altered you might
find it useful to know that modifying the hosts fiel with
such entries is a COMMON trick to block* objectionable
sites AND for virus/trojan to block access.

Although a virus or trojan would be more likely to substitute
something malicious than just block it.

*Technically it's not "blocking" but merely makes it hard to
reach the site BY NAME.

My system is installed with Windows 2000 Professional with SP4 rollup 1,

also IIS is installed. While IIS service is running, if I try to browse
www.microsoft.com, it asks for username and password. The IE address bar
automatically change the website name to
http://www.microsoft.com/localstart.asp. If stop the IIS website and ftp
service, it shows page cannot be displayed. How can I overcome this
issue?

I cannot browse most of the Microsoft sites. In some pages, it shows
asp.net
2.0 framework's requested resource not found error message.
