The Resource Kit tool addusers can migrate users and groups but NOT
passwords. I don't know of any tool that will also migrate passwords for non
domain user accounts. If the new server is going to replace the old server
you could try to copy an image of the old install onto the system partition
of the new server and it fails upon startup then try an in place upgrade
install by booting from the cdrom. While not an elegant solution this often
