I think if you uninstall tcp/ip and then install it again that may help..
Hopefully you are not talking about a domain controller as it is much more
complicated for one of those. If it is a regular computer/server see the
link below. You may want to document current tcp/ip configuration before
doing it such as printing results of ipconfig /all command. If it has static
IP info the process will probably change it to DHCP client. --- Steve

How do you uninstall and reinstall IPSEC ?
thanks

Check the system and application logs to see if it says anything about
the
reason for ipsec not starting. Sometimes an ipsec policy will become
corrupted and it may help to delete the existing ipsec policies and then
recreating the default ipsec policies and any custom ones. If you have a
custom ipsec policy be sure to back up/export it first. The link below
has a
lot of tips on troubleshooting ipsec and if I remember correctly
including
problems with the ipsec service. --- Steve

The Fips service failed to start due to the following error:
The service cannot be started, either because it is disabled or because
it
has no enabled devices associated with it. I believe that this has
something
do with IPSEC. I try to start the service and I can't
PLease advise
