The lazy mans resolution to this issue!
After initially getting the gdiplus.dll into the system32 folder the service
message came up on next installation attempt. Simply installing ALL critical
updates refreshed those pesky certificates and hey presto we have full
functionality of Windows Defender. All though other posts have had success
with just the rollup service pack, however other issues have arisen with
people only having done the one update for the issue. Would advise running
all critical updates on non-production machines (as microsoft would say).

I am logged on as Administrator and MS SQL 2000 is stopped.
Any thoughts?
