I am not sure what you mean by "Windows Security Enhancements, including the
Device Locking components" but this may be related as shown in the Threats
and Countermeasures guide for security options that explains that shadow
shadow copy service needs access to cdrom and floppy and will fail if it can
not. There are two security options discussed that can impact such. ---

Enable the Restrict CD-ROM drive access to locally logged-on user only
setting.

Potential Impact
Users who connect to the server over the network will not be able to use any
CD-ROM drives that are installed on the server whenever anyone is logged on
to the local console of the server. System tools that require access to the
CD-ROM drive will fail. For example, the Volume Shadow Copy service attempts
to access all CD-ROM and floppy drives that are present on the computer when
it initializes, and if the service cannot access one of these drives it will
fail. This condition will cause the Windows Backup utility to fail if volume
shadow copies were specified for the backup job. Any third-party backup
products that use volume shadow copies will also fail. This policy setting
would not be suitable for a computer that serves as a CD jukebox for network
users.

I have a Windows 2003 Server with Service Pack 1.
I have just installed Windows Security Enhancements, including the Device
Locking components.
Now I am unable to create Volume Shadow Copies.
As a result my Backups are failing.
The errors I get are VSS EventID 12310, 12298 and 12289.

If I try to create Volume Shadow copies via the "Shadow Copies" tab in
Windows Explorer I get the same errors.

Does anybody know what I should do to allow VSS to work ?
