I have performed a lot of research, both in our internal knowledge base and
the Internet. I have found some similar issues. However, most of these
issues were eventually resolved by reinstallation. Therefore I would
suggest we perform a re-installation of .Net Framework. I know it is time
consuming, but it is the best and quickest method to resolve this issue.

From your post, my understanding on this issue is: You can not
successfully
install Security Update MS05-041, you encounter the error ¡°this
patch
can't be installed because it requires net framework 1.1 sp1
installed¡±.
Although you installed .net framework 1.1 SP1, the error occurs
again. If
I'm off base, please feel free to let me know.

Since the error occurs after you installed .NET Framework 1.1 SP1, we
may
need re-install .NET Framework 1.1 and SP1. Please follow the steps
below:
1. Clink Start->Run, input appwiz.cpl, click OK
2. In ¡°Add or Remove Programs¡±, select Microsoft .NET Framework
1.1,
click Remove.
3. After the deletion, install .NET Framework 1.1 again. You can
download
it by the link below:

Support,

I have two workstations that can't upgrade net framework security
issue
(M505-041) the error is "this patch can't be installed because it
requires
net framework 1.1 sp1 installed"
I downloaded it and i get the same problem, if you go for updates it
selects
the update, and it always fails with the (See kb 886903)
