Need Help to solve rights problem

Dear All,
One problem and loop hole or problem. Any one can help me out to give me
solution on my doubt? My vendor given me one software for accont like pay
roll and other account purpose. I install on server for central database and
as well as on client systems. But problem is that if user wants to use this
software then they have local administrator rights on that system without
that they can't do anythings. I given him power user rights and others also
but not working then I put it in to local admin group then its work. Some
user are very clever they playing with my systems also they install some
software on that also because they having rights on local systems. So any
solution to bypass local system admin rights option so user can use their
application without given them local system rights.
