RRAS VPN + Static IP Addressing

I have a RRAS server configured to accept VPN connections. The server
currently allocates IP addresses via DHCP. I have one specific user whom
needs to
have a static address whenever he connects to my system. How can I configure
this? I have tried creating a DHCP reservation and it does not work.
I am running Windows 2000 SP4.
