You need to modify the user right for shut down the system to be what you
require. You can use Local Security Policy and go to local policies/user
rights to see and manage user rights. If you modify the setting for that
user right and after rebooting the server it does not show as the
"effective" setting then you have a domain/OU level Group Policy overriding
Local Security Policy for that user right and you can use the support tool
gpresult to see what Group Policies are being applied to that server. For
domain controllers you want to usually manage user rights in Domain
Controller Security Policy. --- Steve
