That does not sound right. As far as I know, Windows should NOT be caching
the password, as that would be a security problem. In fact, most people
come here asking how TO save the password because the default action is not
to save it.
How are you launching runas? Have you tried right-clicking on the program
in question while holding down the Shift key and selecting "run as?"
