Can't promote server to a domain controller

Hi
We have a Win2003 mixed mode domain, with two Win2003 and one Win2000
Standard Domain Servers.
After promoting a new Win2003 Standard server to a DC, during configuration
of active directory wizard, we got the following error:
The operation failed because: The Active Directory Installation Wizard was
unable to convert the computer account COMPUTER_NAME$ to a domain controller
account. "Access is denied."
Looking in AD site and services, a new server name is actually created (only
name) but without any additional parameters.
Default domain and controller policy is used with default settings. I really
don't have a clue what could be wrong?
Any help will be appreciated
