Custom authentication packages fail to load (help!)

I am unable to load custom authentication package on one of my test
systems (running win2000sp4).
I have loaded this package on bunch of other systems without any
problems before.
The steps are simple:
1) Add package name to
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Lsa\Authentication
Packages
2) place the package into <OS>/system32 directory
Does anyone know if there are certain settings (somewhere in the
registry) that can prevent LSASS.exe from loading custom authentication
packages.
