windows 2000 + winlogon notification package

Hello all,
I have implemented a simple winlogon notification package.
I show a message to the user on each event,startup,shutdown etc.
This works fine in Windows XP.
However this does not work in Windows 2000 (version 5) with SP4.

Could some one tell me where i could be going wrong?
